Throwing a good party is like preparing for a long journey at sea. The staff and organizers can only do so much preparation beforehand to bring everything needed.
Music, refreshments, food, a theme, bubbles, etc.
But once that anchor is raised, it is up to the guests on whether that party will be good or not. Unless that party is a silent disco in which case that party will be awful no matter what.
